Quebec Adopts Digital ID Bill With Biometric Consultation to Follow
Quebec is to launch a public consultation on the “use of biometric characteristics in the national digital identity to allow the public to express their opinion”.

Biometric Update reports that the Canadian province of Quebec is to launch a public consultation on the “use of biometric characteristics in the national digital identity to allow the public to express their opinion” after adopting Bill 82, An Act respecting the national digital identity and amending other provisions.
The legislation explicitly mandates a public consultation on the use of biometric data.
The Digital ID & Authentication Council of Canada (DIACC) has welcomed the legislation, saying:
Quebec’s commitment to putting citizens in control of their personal information while enhancing access to government services sets a powerful example for jurisdictions across the country.
Quebec already has stringent data protections under Law 25, and has also committed to implementing a digital ID and digital wallet program by 2028, intended to allow every resident secure access to government services. It also aims to give individuals more control over their personal data, with citizen approval required for each use.
Among other provisions, Bill 82 allows residents the option to disclose only the information needed, to reuse government-held data to ease verification, and to store digital certificates in a mobile wallet. A focus on cybersecurity also aims to reduce risks of identity theft and fraud through digital attestations.
As biometric technologies raise concerns around privacy, consent, and data security, Quebec’s consultation is expected to offer valuable insights for biometrics technology providers across Canada and outside of the country.
